記者：據(jù)報(bào)道，美國(guó)防部近期發(fā)布《2023年網(wǎng)絡(luò)戰(zhàn)略》摘要稱，中國(guó)構(gòu)成了廣泛而普遍的“網(wǎng)絡(luò)空間威脅”，是美在網(wǎng)絡(luò)空間“步步緊逼的挑戰(zhàn)”。請(qǐng)問(wèn)發(fā)言人有何評(píng)論？
吳謙：眾所周知，美國(guó)是世界上最大的“黑客帝國(guó)”“監(jiān)聽帝國(guó)”“竊密帝國(guó)”，肆無(wú)忌憚地對(duì)他國(guó)實(shí)施大規(guī)模、系統(tǒng)性、無(wú)差別網(wǎng)絡(luò)攻擊，就連自己的盟友也不放過(guò)。此外，美國(guó)還是網(wǎng)絡(luò)戰(zhàn)的始作俑者和集大成者，大力發(fā)展進(jìn)攻性網(wǎng)絡(luò)作戰(zhàn)力量，研發(fā)“電幕行動(dòng)”“量子”“酸狐貍”等網(wǎng)絡(luò)攻擊武器。由此可見，談到網(wǎng)絡(luò)威脅，如果美國(guó)世界第二，那么沒有一個(gè)國(guó)家能當(dāng)?shù)谝??！安讲骄o逼的挑戰(zhàn)”這頂大帽子，我們?cè)锓钸€。
網(wǎng)絡(luò)空間理應(yīng)成為造福人類的新疆域，而不是硝煙彌漫的新戰(zhàn)場(chǎng)。我們敦促美方停止對(duì)華無(wú)端攻擊抹黑，停止推動(dòng)網(wǎng)絡(luò)空間軍事化，與國(guó)際社會(huì)一道，共同維護(hù)網(wǎng)絡(luò)安全。
Question: It was reported that the US Department of Defense recently released a summary of its 2023 Cyber Strategy, which claims that China poses “a broad and pervasive cyber espionage threat” and a “pacing challenge” to the US in cyberspace. What’s your comment on it?
Wu Qian: It is known to all that the US is the world's biggest empire of hacking, surveillance and theft of secrets that flagrantly conduct large-scale, systematic and indiscriminate cyber attacks against other countries. Even its allies are no exception. Besides, as the origin and master of cyber warfare, the US vigorously develops offensive cyber capabilities and has developed cyber weapons like “Bvp47”, “QUANTUM”, “Acid Fox”, etc. Speaking of cyber threat to others, the US is second to none. So the US should reserve the label of “a pacing challenge” for itself.
Cyberspace should be a new domain for the benefits of mankind, rather than another battlefield filled with tensions. We urge the US to stop its groundless attacks and smears against China, stop the militarization of cyberspace, and work together with the international community to uphold cyber security.
